Under the Patronage of H.E. Mr. Masoud bin Mohammed Al Amri, Lusail University Hosts First International Conference on “Law and Artificial Intelligence”
Doha, Qatar – 13 September 2023:
Under the patronage and in the presence of H.E. Mr. Masoud bin Mohammed Al Amri, Lusail University’s College of Law organized its first international conference on “Law and Artificial Intelligence” on Wednesday, 13 September 2023, coinciding with the celebration of World Law Day. This marks the first celebration of World Law Day by a Qatari university, highlighting Qatar’s increasing commitment to the rule of law, equality, justice, and keeping pace with international legal developments across all fields.
The conference on “Law and Artificial Intelligence” addresses one of the most critical and rapidly evolving topics of our time, attracting scholars, legal practitioners, economists, and policymakers. It aims to position Qatar as a regional and international leader in discussing the complex legal dimensions of AI, while exploring regulatory frameworks and recommendations to govern the ethical and beneficial use of AI technologies in service of humanity and sustainable development.
In his speech, H.E. Mr. Masoud bin Mohammed Al Amri, Minister of Justice, highlighted the “importance of the Law and AI Conference, which addresses one of the fastest-growing and most impactful subjects affecting human life, rights, and freedoms.” He stressed that “the use of AI carries multiple risks that can directly impact human life, rights, and freedoms,” including issues of algorithmic bias and lack of neutrality, privacy and data protection concerns, intellectual property rights, lack of transparency, and security risks. He noted that “Qatar is actively harnessing AI systems within its judicial and legal frameworks. One of the first steps was Cabinet Resolution No. 10 of 2021, establishing the AI Committee at the Ministry of Transport and Communications, tasked with implementing Qatar’s AI strategy in coordination with relevant ministries, providing recommendations on human capacity development, and supporting startups in the field.” He concluded by thanking Lusail University and its organizers for hosting this major scientific conference, expressing confidence that its outcomes will contribute to developing legal and legislative frameworks to address AI-related challenges.
Prof. Dr. Nizam Hindi, President of Lusail University, stated:
"The topic of Law and Artificial Intelligence, coinciding with World Law Day, is one of the most important areas requiring comprehensive academic and legal study and discussion. Organizing this conference stems from our responsibility as a university to engage the Qatari and international communities in this dialogue, aiming to develop recommendations for legislation that regulates this field." He further highlighted Lusail University’s initiative to establish the College of Information Technology, offering three bachelor programs in Artificial Intelligence, Cybersecurity, and Game Design and Development, to keep pace with rapid technological advancements, particularly in AI. Dr. Hindi expressed confidence that the diversity of topics presented in the conference will enrich discussions from all legal and judicial perspectives, guiding policymakers and legislators in Arab countries toward implementing AI regulations.
The conference addressed three main themes:
1. Artificial Intelligence: The Necessity of Reality vs. Legislative Gaps
2. Judicial Challenges of Artificial Intelligence
3. Artificial Intelligence and the Protection of Human Rights
The event brought together academics and experts from the fields of law and AI across the Arab world, fostering knowledge exchange and contributing to shaping legal frameworks for AI in the region.
