الملخص
تتناول هده الدراسة موضوع ملاءمة التشريعات البيئية القطرية مع المعاهدات والاتفاقيات الدولية، من خلال تحليل التشريعات البيئية القطرية ومدى ملاءمتها مع المعاهدات والاتفاقيات الدولية في ظل التحديات البيئية المعاصرة. كما تبيّن الدراسة أنّ قطر قد أحرزت تقدماً كبيراً في تبني قوانين بيئية تتماشى مع المعايير الدولية، خصوصاً في مجالات تغير المناخ والتنمية المستدامة. وقد استعرضت الدراسة تطور الاهتمام العالمي بالبيئة، مع التركيز على المؤتمرات والاتفاقيات الدولية من بينها، مؤتمر ستوكهولم 1972، ومؤتمر ريو 1992، واتفاقية باريس 2015. بالإضافة إلى ذلك، تم تقييم فعالية التشريعات البيئية القطرية في حماية البيئة والموارد الطبيعية، نظراً إلى أنّ موضوع الدراسة يحظى بأهمية قصوى على المستويات القانونية، والاقتصادية، والاجتماعية، والبيئية. ومن ثم، فإنّ الإشكالية الرئيسية التي تُطرح في هذا الموضوع تتحدد كالآتي: إلى أي مدى واكبت التشريعات البيئية القطرية المعاهدات والاتفاقيات الدولية في ظل التحديات البيئية المعاصرة؟ تعتمد هذه الدراسة منهجاً وصفياً تحليلياً نقدياً ومقارناً، بهدف الوقوف على مدى ملاءمة التشريعات البيئية القطرية مع الاتفاقيات الدولية. ويُستخدم هذا المنهج لاستعراض الإطار القانوني، وتحليل مضامينه، وتقييم فعاليته، ومقارنته بالمعايير الدولية، بما ينسجم مع التزامات الدولة ورؤية قطر الوطنية 2030. ليتضح من خلال هذه الدراسة أنّ قطر بذلت جهوداً معتبرة في تعديل تشريعاتها لتتوافق مع المعايير العالمية، لا سيما في المدن المستدامة، والنقل المستدام. ومع ذلك، فإنّ الدراسة تشير إلى بعض التحديات التي ما زالت قائمة، مثل الحاجة إلى آليات تنفيذ أكثر فاعلية وتعزيز التعاون المؤسسي. وهكذا، توصلت الدراسة إلى ضرورة الاستمرار في تطوير الإطار التشريعي البيئي بما يتماشى مع التزامات قطر الدولية وسعيها نحو تحقيق رؤيتها الوطنية 2030.

Aligning Qatari Environmental Legislation with International Environmental Treaties and Agreements

ABSTRACT
This study investigates the extent to which Qatari environmental legislation aligns with international environmental treaties and agreements. It adopts a descriptive, analytical, critical, and comparative methodology to examine the content and effectiveness of Qatar’s legal framework in addressing contemporary environmental challenges. The research highlights Qatar’s substantial progress in enacting environmental laws that reflect international standards, particularly in the areas of climate change mitigation and sustainable development. The study provides an overview of the global evolution of environmental governance, with particular focus on key international milestones such as the Stockholm Conference (1972), the Rio Earth Summit (1992), and the Paris Agreement (2015). In assessing the compatibility of national legislation with these international instruments, the study evaluates both legal substance and institutional implementation. The central research question addresses the degree to which Qatari environmental laws have kept pace with international commitments amidst pressing environmental issues. Findings indicate that Qatar has taken meaningful steps toward legislative reform, especially in promoting sustainable cities and sustainable transportation, yet challenges remain in enforcement mechanisms and inter-institutional coordination. The study concludes by emphasizing the need for continued development of the environmental legal framework in alignment with Qatar’s international obligations and the strategic objectives of Qatar National Vision 2030
